San Francisco voters gave Mayor Daniel Lurie more power to manage the city as they rallied behind a trio of ballot measures his wealthy allies spent heavily to pass. Propositions D, E and F — which the mayor collectively labeled his “Clean Up City Hall” campaign — all prevailed in Tuesday’s election. Prop D had about 58% support in early returns, while Prop E had 67% and Prop F had 63%. The measures, which proposed major changes to the City Charter, were among Lurie’s top political priorities this year. He and his supporters argued that the charter reforms were needed to make local government more accountable to residents and reduce bureaucratic hurdles.

Opponents, who were vastly outspent by deep-pocketed donors backing the measures, feared the changes would undermine government oversight and deprive average residents of crucial avenues to make their voices heard. The three measures empower the Lurie administration to reorganize City Hall and make it harder for some policy decisions to go before voters, a step the mayor’s backers hope will encourage more legislative compromise. Lurie sees his charter-reform push as part of an ongoing effort to turn San Francisco around and improve the way the government operates, including through his signature initiative to overhaul the permit system. His three measures embraced recommendations outlined in a report last year
