Minutes before a federal immigration agent shot and wounded a man Sunday in North Austin, the agent and his supervisor had pulled the man over in his blue Toyota sedan and were talking to him at the driver’s side window along a neighborhood street, video reviewed by the American-Statesman shows. The footage, now part of an Austin Police Department investigation into the shooting, shows two unmarked black SUVs at the scene – one in front and one behind the sedan – at 12:42 p.m. with emergency lights activated on the rear law enforcement vehicle. Fourteen minutes later, one of the U.S. Immigration and Customs Enforcement agents shot and wounded Wilber Rafael Garcés Pérez, 28, at another location at Research Boulevard and West Anderson Lane.

The video does not depict Garcés Pérez fleeing the scene but local and state authorities say he drove away and was pursued by agents who asked the Texas Department of Public Safety for backup.
