Ruoyu Duan, 41, pleaded guilty to a single count of conspiracy to gather and transmit national defense information, a Justice Department statement said Wednesday. He had also been charged with bribery of public officials and receipt of stolen government property, the indictment states. An Oregon resident, Duan served on active duty in the Army from 2013 to 2017, the statement said. It did not give his rank, assignments or military job. Duan was accused of bribing service members and funneling technical manuals and information on Army computer systems, training, intelligence and battle plans to China between November 2021 and his arrest in March 2025, according to
