The roadmap, locally referred to as Tobyhanna’s Campaign Plan, aligns Tobyhanna’s daily operations and strategic plans with the broader goals of its headquarters, Army Materiel Command (AMC) and the Communications-Electronics Command (CECOM), as well as the U.S.
Army and the DOW overall. The core tenet of the plan invests heavily in the depot's workforce to create an agile pipeline of skilled personnel ready to meet evolving warfighter demands. Planned initiatives include increased in-house development of training courses, enhanced partnerships with local colleges and trade schools, and the expansion of a leadership portal designed to place necessary information at the point of use for supervisors. Also planned is a formalized volunteer program, which allows depot employees to offer themselves up for developmental assignments. The program is designed to be mutually beneficial: the organization can address workforce shortfalls while individuals gain experiential knowledge to further their abilities.
