Man accused of attacking, attempting to drown female jogger along Houston bayou: police

A man accused of attacking a woman while she was exercising at a Houston-area bayou — and then trying to drown her — was arrested after she fought him off and fled, authorities said.

Jacoby Isiah Fuselier, 19, allegedly attacked the woman around 6:30 p.m. local time Monday along White Oak Bayou, Harris County Precinct 1 Constable Alan Rosen said in a statement announcing the arrest.

The woman told authorities she fought back, gouging at Fuselier’s eyes and yanking out clumps of his hair before fleeing, police said. After escaping her alleged attacker, she found deputy constables and was taken to a hospital for treatment.

“This is an incredible story of [a] woman’s strength and will to survive,” Rosen said. “We want to see that justice is done for her and we are thankful for the hard work by our deputies.”

In an effort to find the attacker, deputies flew a drone above the bayou and discovered a crime scene marked by claw marks through the mud and grass on the bayou’s bank.

They followed fresh bike tracks from the area to a residential street, where home surveillance video showed a man on a bicycle who matched the description of the assailant, the constable’s office said.

Once in that neighborhood, Fuselier allegedly approached another woman but fled when he saw her husband, authorities said. That woman told investigators that a man on a bike whistled at her while she was outside her home just before her husband walked out, Fox Houston reported.

Fuselier was later arrested after a brief chase and struggle. He was found in possession of a cell phone belonging to the woman he allegedly attacked at the bayou, Rosen said.

He was initially charged with evading arrest on Tuesday, followed by two counts of aggravated sexual assault on Wednesday, police said.

Fox News Digital has reached out to Rosen’s office for further comment.
