(Jonathan Baez/Stars and Stripes) YOKOSUKA NAVAL BASE, Japan — Chainsaws buzzed and traffic crawled as the home of the U.S. 7th Fleet recovered Tuesday from Typhoon Dujuan, which inundated the area with nearly 10 inches of rain the previous day. The naval base, 27 miles southwest of Tokyo, signaled “All Clear” at 11 a.m. Tuesday, six days after declaring a storm watch on Thursday. A higher Tropical Cyclone Condition of Readiness level was never set due to Dujuan’s low windspeed.

It entered the area as a Category 1-equivalent storm, dropping approximately 9.6 inches of rain on Yokosuka city and bringing with it maximum sustained winds of 41 mph and maximum gusts of 64 mph, according to the Japan Meteorological Agency website.
