SAN DIEGO, CA — A man who authorities said had been living in San Diego under an alias and working as a chef was arrested after nearly 14 years as a fugitive in an Iowa kidnapping case. Brian Anthony Williams, 50, was taken into custody Tuesday without incident at a business in the 3700 block of Mission Boulevard in the Mission Beach area of San Diego, according to the U.S. Marshals Service. Authorities said Williams had been living under the name "Troy Williams." Investigators developed information in September indicating he was living in San Diego and later determined he had appeared under that name in local publications and television news reports.
Based on those reports, Williams served as head chef at Miss B's Coconut Club in Mission Beach. Williams was charged in October 2012 in Scott County, Iowa, with first-degree kidnapping, assault causing serious injury, conspiracy to commit a felony and first-degree arson, according to the Marshals Service. Authorities allege Williams and others kidnapped, assaulted and shot a woman before leaving her in a field near Davenport, Iowa, earlier that month.
